- Pearl Armstrong spoke on behalf of the Mann Minor Community Council, first showing videotape to Council. Videotape runs from about 6 minutes to 24 minutes when presentations start. Members of the community spoke on a variety of issues relating to housing including: insurance, zoning, mortgages, vacancy, and rehabilitation. Representatives of the Building Department, the Department of Community Development, Model Cities, HUD, and the banking community responded.
