Description
The City Council received petitions requesting that an amendment to Ordinance #1356, which provided for regulation of and licensing fees for the establishment of employment offices (intelligence offices) within the City. Three communications requested a waiver or reduction of fees for women's intelligence (employment) offices. The Western Central Labor Union asked approval to operate a free employment office without paying a fee. The Committee on License and Revenue ruled that the fee would be changed to $20 for women's offices as opposed to$100 for men, "to discriminate in favor of women who follow the business of employment agents." The WCLU's plan to operate a free employment office brought approval of the committee, which ruled that no fee should be charged when no money changes hands. The Committee recommended the petition of the Day Nursery for "an entire remission of the license fee" be rejected because "it would seem to be unjust by thus discriminating against all others to crowd out of business other women who might attempt to gain a livelihood in this way." The Committee also stated that if the fee were reduced to $20, it should not be a hardship.
