- Mayor's proclamation that a City has experienced civil disturbance and that he is declaring a evil emergency and; exercising the Mayor's civil emergency powers. Powers are vest in the mayor by RCW 38.52 and Seattle Municipal Code 10.02. A copy of this proclamation is then sent to the Governor and the King County Executive. This document is Exhibit A to Resolution; 30099.
