Incident occurred at the convention center on 11/30/99 at 8th Ave. and Seneca. Protesters were blocking the street. Officer was dressed in patrol uniform and jacket and riot helmet. Sgt. Beste instructed officers to put on their gas masks, which they did. Officers were instructed by both Beste and Schwitzer to clear the protesters from the intersection. "We were ordered to use verbal commands and pain compliance techniques which we learned during multiple training sessions, to move the protesters out of the intersection. After the protesters were given multiple warnings to move out of the intersection, we were ordered to move in and move out the protesters. I used verbal commands and pain compliance techniques including the riot stick and pepper spray until the protesters were moved and we were ordered to stop advancing."
