- Sarah J. Russell petition for damages due to grading. She owned lot 1 and the northerly half of lot 4 in block 32 of c. D. Boren's Plat, on the southeast corner of Third and Cherry fronting on Third and Cherry..She built a hotel and restaurant in 1888 which was valued at $47,000 in 1889. After Third and Cherry were regraded in 1890 there was a depth of three to five feet below the level of the pervious grade and sidewalks. The petitioners stated "said building has been greatly impaired and rendered nearly worthless in value...and rendered nearly worthless for any purpose." The petitioner claimed $15,000 as damages. The Committee reported that because the time had expired during which the claim could be made, the petition was rejected.
