An Ordinance providing for a special election for the purpose of submitting to the qualified electors of the City of Ballard, for their ratification or rejection, the question whether the council of said shall incur and indebtedness of $8900.00 the purpose of purchasing the water works system of the West Coast Improvement Company together with a tract of land on which the reservoir and spring of said system are located.
