An Ordinance providing for the purchase of a system of water-works specifying and adopting the system and plan proposed, and declaring the estimated cost thereof and providing for the submission thereof for ratification or rejection, to the qualified voters of said City, at a special election, and the issuance of bonds to pay thereof.
