An ordinance declaring the intention of the City of Ballard to cause Wilbert Street to be improved by grading and sidewalking said street between the west line of Second Avenue East and the east line of Fifth Avenue West and repealing ordinance number one hundred seventy three (No. 173) of the City of Ballard entitled " An Ordinance declaring the intention of the City Council of the City of Ballard to cause Wilbert Street to be improved by grading and sidewalking said street between Second Avenue East and Fifth Avenue West."
