An Ordinance declaring the intention of the City of Ballard to cause Third Avenue West and State street to be improved between the following points to wit: Commencing at a point where the center line of Ballard Avenue intersects the center line of Third Avenue West, thence northerly along said Third Avenue West to a point twenty feet north of the south line of State Street, also commencing at a point on State Street, also commencing at a point on State Street three hundred feet west of the west line of Third Avenue West and easterly along said State Street to a point twenty feet east of the west line of Third Avenue West be improved by constructing a sewer on and along said streets between the points named.
