An ordinance declaring the intention of the City of Ballard to cause State Street in said City to be improved by constructing a Sewer on said street between the following named points: Commencing at a point on State Street three hundred feet west of the west line of Third Avenue West thence easterly along said State Street to a point west, and connecting with the Sewer on Third Avenue West.
