An ordinance approving the assessment roll for Local Improvement District No. 17 for the improvement of Wilbert Street between the west line of Second Avenue East and the East line of Fifth Avenue West under ordinance No. 311 and assessing the amounts thereof against each parcel of lot of land and part thereof shown in said roll and providing for the collection thereof.
