An ordinance approving the assessment roll of Local Improvement District No. 23 for the improvement of Third Avenue West in the City of Ballard between that point where the center line of Ballard Avenue intersects the center line of Third Avenue West, thence northerly on said Third Avenue West to a point sixty three (63) feet north of the south line of Wilbert Street under Ordinance No. 327 and assessing the amount thereof against each parcel and lot of land and part thereof as shown in said roll providing for the collection thereof.
