An Ordinance declaring the intention of the Council of the City of Ballard, to cause Fourth Street, in the City of Ballard, to be improved, by grubbing, grading and constructing a sidewalk on both sides thereof, between the south line of Ship and the south line of Sloop Streets under the ten year bonding system.
