An Ordinance declaring the intention of the City Council of the City of Ballard, to cause North Street in the City of Ballard, to be improved by grubbing, grading and constructing a sidewalk on both sides thereof, between Third Avenue West and Fourth Avenue West under the Ten Year Bonding System.
