An Ordinance providing for a new assessment on the lots, block and parcel of land which have been benefitted by the improvement of North Street from the west line of Second Avenue West to the east line of Third Avenue West to the extent of their proportionate part of the expense and value thereof together with any interest that may have lawfully accrued thereon from date of delinquency of original assessment, in accordance with an act of the legislature of the State of Washington, entitled "An act relating to and authorizing the collection of assessments for local improvements by a new assessment or reassessment of the cost and expense of making the same in cities and towns, and declaring an emergency," approved March 9, 1893.
