An Ordinance providing for a new assessment on the lots, blocks and parcels of land which have been benefitted by the improvement of Second Avenue West from the north line of Times Street to the north line of Gilman Park to the extent of their proportionate part of the expense and value thereof, together with any interest that may have lawfully accrued thereon from the date of delinquency of original assessment, in accordance with an act of the legislature of the State of Washington, entitled "An act relating to and authorizing the collection of assessments for local improvements by a new assessment or reassessment of the cost and expense of making the same in cities and towns and declaring an emergency approved March 9, 1893.
