An Ordinance providing for the improvement of a portion of North Street from Fifth Avenue West to the west line of Seventh Avenue West, and that portion of Seventh Avenue West from the north line of North Street to the south line of Ship Street, the portion of Ship Street between the east line of Seventh Avenue and the east line of Eighth Avenue, and providing for the payment of the cost of making said improvement.
