An Ordinance declaring the intention of the City Council of the City of Ballard to construct a sewer on Ballard Avenue between the south line of Broadway and the center line of Second Avenue West, to assess the cost thereof to the property benefited by the construction of said sewer, and providing for the payment of the said cost and expense.
