An Ordinance declaring the intention of the City Council of the City to improve Ballard Avenue from the west line of First Avenue West to the east line of Third Avenue West, by paving the roadway thereof with bricks, constructing a cement sidewalk on both sides of the Avenue with granite curb, and to assess the cost thereof to the abutting property benefitted by the construction of said improvement.
