An Ordinance declaring the intention of the City Council to improve Baker Street from the east line of First Avenue West the west line of Railroad Avenue, by grubbing, grading and constructing a sidewalk on both sides of the street between said points, and to assess the cost thereof to the abutting property benefitted by the construction of said improvement.
