An Ordinance declaring the intention of the City Council to improve Crawford Street from the east line of First Avenue West to the west line of Division Avenue by grubbing, grading and constructing a sidewalk on both sides of the street between said points, and to assess the cost thereof to the abutting property benefitted by the construction of said improvement.
