An Ordinance declaring the intention of the City Council of the City of Ballard to improve State Street from the west line of First Avenue West to the east line of Fourth Avenue West by constructing a cement sidewalk six (6) feet wide on both sides of said street between said points and to assess the cost thereof to the abutting property benefitted by the construction of said improvement.
