An Ordinance declaring the intention of the City Council of the City of Ballard to improve Polk Street between the east line of Fifth Avenue West and the east line of Sixth Avenue West by grubbing, grading and constructing a sidewalk on both sides of the street thereof, and to assess the cost thereof to the abutting property benefitted by the construction of said improvement.
