An Ordinance providing for a new assessment or reassessment on the lots, blocks and parcels of land which have been benefitted by the improvement of Second Avenue West from Ballard Avenue to Shilshole Avenue, which is to be assessed against the properties benefitted within said improvement district to the extent of their proportionate part of the expense and value thereof, together with any interest that may have lawfully accrued thereon from the date of delinquency of original assessment in accordance with an act of the legislature of the State of Washington, entitled "An act relating to and authorizing the collection of assessments for local improvements by a new assessment or reassessment of the cost and expense of making the same in cities and towns and declaring an emergency," approved March 9, 1893.
