An Ordinance providing for the improvement of State Street from the west line of First Avenue West to the east line of Fourth Avenue West by constructing a cement sidewalk six (6) feet wide on both sides of said street between said points, and to assess the cost thereof to the property benefitted by the construction of said improvement and abutting thereon, and providing for the payment of said cost and expense and establishing Local Improvement District No. 73.
