An Ordinance declaring the intention of the City Council of the City of Ballard to improve Polk Street between the west line of Fifth Avenue West and the east line of Sixth Avenue West, and to improve Fifth Avenue West between the north line of Post Street and the south line of Ship Street, by grubbing, grading and constructing sidewalks on both sides of each street between said points, and to assess the cost thereof to the abutting property benefitted by the construction of said improvement.
