An Ordinance declaring the intention of the City Council of the City of Ballard to improve Day Street between the east line of Railroad Avenue and the west line of Division Avenue by grubbing, grading and constructing sidewalks on both sides of the street between said points, and to assess the cost thereof to the abutting property benefitted by the construction of said improvement.
