An Ordinance providing for the improvement of Polk Street between the west line of Fifth Avenue West and the east line of Sixth Avenue West, and for the improvement of Fifth Avenue West between the north line of Post Street and the south line of Ship Street, by grubbing, grading and constructing sidewalks on both sides of each street between said points, and to assess the cost thereof to the abutting property benefitted by the constructing of said improvement, and providing for the payment of said cost and expense, and establishing Local Improvement District No. 78.
