An Ordinance providing for the construction of a sewer on First Avenue West from the center line of Albertson Street to an outlet in Salmon Bay as designated by plans and specifications; to establish an assessment district and to assess the cost and expense of such main sewer to and against all the property included within such district which is contiguous or approximate to said streets in which such main sewer is placed by levying special taxes upon such property within said sewer district in accordance with the last general assessment of the land, exclusive of all the improvement for City purposes, and establishing Local Improvement District No. 81.
