An Ordinance providing for the improvement of Times Street between the east line of Sixth Avenue West and the east line of Eighth Avenue West by clearing, grubbing, grading and constructing a cement sidewalk six (6) feet wide on both sides of said street between said points, and to assess the cost thereof to the abutting property benefitted by the construction of said improvement, and providing for the payment of said cost and expense, and establishing Local Improvement District No. 84.
