An Ordinance declaring the intention of the City Council of the City of Ballard to improve "C" Street between the west line of First Avenue West and the west line of Railroad Avenue by grubbing, grading, and constructing cement sidewalks and curb on both sides of said street between said points and planking the roadway thereof and to assess the cost thereof to the abutting property and property benefitted by the construction of said improvement.
