An Ordinance declaring the intention of the City Council of the City of Ballard to improve Park Place between the east line of Ballard Avenue and the west line of Burke Avenue by grubbing, grading and constructing cement sidewalks on both sides of said streets and planking the roadway thereof between said points and to assess the cost thereof to the abutting property and property benefitted by the construction of said improvement.
