An Ordinance declaring the intention of the City Council of the City of Ballard to improve Post Street between the east line of First Avenue West and the west line of Railroad Avenue by grubbing, grading and constructing cement with wood curb and gutter both sides of said street between said points and to assess the cost thereof to the abutting property and property benefitted by the construction of said improvement.
