An Ordinance providing for the improvement of Second Avenue between the north line of Ballard Avenue and the south line of Leary Avenue by grubbing, grading and constructing sidewalks cement with granite curb on both sides of said avenue between said points and to asses the cost thereof to the abutting property and property benefitted by the construction of said improvement included within the Improvement District, and providing for the payment of said cost and expense and establishing Local Improvement District No. 90.
