An Ordinance declaring the intention of the City Council of the City of Ballard to improve Second Avenue between the north line of Broadway and the south line of Ship Street by grubbing, grading and constructing cement walks and curb and feet wide with wood gutter on both sides of said street between said points and to assess the cost thereof to the abutting property and property benefitted by the construction of said improvement.
