An Ordinance levying a special assessment to redeem the eighth annual installment and all prior installments to mature and become payable upon the bonds of Local Improvement District No. 4, issued under authority of Ordinance No. 225, for the improvement of Times Street under Ordinance No. 209, in accordance with the assessment roll of said district, approved by Ordinance No. 221, and providing for the collection thereof.
