An Ordinance declaring the intention of the City Council of the City of Ballard to improve Fourth Avenue between south line of Sloop Street and the south line of Schooner Street by grubbing, grading and constructing sidewalks on the east side of said street between said points and to assess the cost thereof to the abutting property and property benefitted by the construction of said improvement.
