An Ordinance confirming and approving the assessment roll of Local Improvement District No. 81 for the improvement of First Avenue from the center line of Albertson Street to an outlet in Salmon Bay as designated by the plans and specifications, by the construction of a sewer thereon under Ordinance No. 648 and assessing the amount thereof against each parcel and lot of land as shown by said roll, and providing for the collection thereof.
