An Ordinance declaring the intention of the City Council of the City of Ballard to improve First Avenue between the north line of Ship Street and the south line of Brig Street, and Brig Street between the west line of First Avenue and the west line of Langridge Avenue by grubbing, grading and constructing sidewalks on both sides of said streets between said points, and to assess the cost thereof to the abutting property and property benefitted by the construction of said improvement.
