An Ordinance declaring the intention of the City Council of the City of Ballard to improve Preston Street in the City of Ballard between the east line of Railroad Avenue and the west line of Spring Avenue by grubbing grading and constructing wood sidewalks on both side of said street between said points and to assess the cost thereof to the abutting property and property benefited by the construction of said improvement.
