An Ordinance declaring the intention of the City Council of the City of Ballard to improve North Street between the east line of First Avenue and the west line of Main Street by clearing grubbing, grading and constructing wood sidewalks on both sides of said street between said points and to assess the cost thereof to the abutting property and property benefited by the construction of said improvement.
