An Ordinance declaring the intention of the City Council of the City of Ballard to improve Times Street between the east line of Main street and the west line of Railroad Avenue by clearing, grubbing, grading and constructing cement walks six feet wide with wood curb and gutter on both sides of said street between said points and to assess east thereof to the abutting property and property benefited by the constructions of said improvement.
