An Ordinance declaring the intention of the City Council of the City of Ballard to improve Shilshole Avenue between the west line of Main Street and the east line of Fourth Avenue by clearing grubbing, grading and constructing wood sidewalks and planking a roadway 20 feet wide, between said points and to assess the cost thereof to the abutting property and property benefited by the construction of said improvement.
