An Ordinance declaring the intention of the City Council of the City of Ballard to improve Barnes Avenue between the westerly line of First Avenue and the southerly line of Broadway by grubbing, grading and constructing cement walks on both sides of said street between said points and the assess the cost thereof to the abutting property and property benefited by the construction of said improvement.
