An Ordinance declaring the intention of the City Council of the City of Ballard to improve the east side of Second Avenue between the northerly line of Leary Avenue and the southerly line of Broadway by constructing a cement sidewalk ten (10) feet wide with granite curb and wood gutter thereon between said points, and to assess the cost thereof to the abutting property and property benefited by the construction of said improvement.
