An Ordinance declaring the intention of the City Council of the City of Ballard to improve Ship Street between the west line of Fifth Avenue and the east line of Sixth Avenue by grubbing, grading and constructing wood sidewalks with wood curb and gutter on both sides of said street between said points, and to assess the cost thereof to the abutting property and property benefitted by the construction of said improvement.
