An Ordinance granting to Louis V. Brewer his heirs, successors and assigns a franchise to install and operate electric appliances within the City of Ballard for the purpose of supplying electric light, heat and power, and to erect poles with cross-arms and to stretch wires thereon in over and upon the streets, alleys and public places of the City of Ballard for the transmission of and distribution of electric currents.
