An Ordinance levying a special assessment to redeem the tenth and prior annual installment and interest to mature and become payable upon the bonds of Local Improvement District No. 3, issued under authority of Ordinance No. 197 for the improvement of Fourth Avenue under Ordinance No. 189, in accordance with the assessment roll of said district, approved by Ordinance No. 196, and providing for the collection thereof.
