An Ordinance declaring the intention of the City Council of the City of Ballard to improve Spring Avenue, "D" street, and "E" street by constructing wood sidewalks thereon six 96) feet wide on the east side of Spring Avenue from the north lien of "C" street to the north line of Mohr street, on both sides of "D" street from the east line of Spring Avenue to the west line of Eastern Avenue and on both sides of "E" street from the east line of Spring Avenue to the west lien of Eastern Avenue, and the assess the cost thereof to the abutting property and property benefited by the construction of said improvement.
