An Ordinance providing for the improvement of Spring Avenue, "D" street and "E" street by constructing wood sidewalks thereon six (6) feet wide on the east side of Spring Avenue from the north line of "C" street to the north line of Mohr Street; on both side of "D" street from the east line of Spring Avenue to the west line of Eastern Avenue, and on both sides of "E" street from the east line of Spring Avenue to the west line of Eastern Avenue, and to assess the cost thereof to the abutting property and property benefited by the construction of said improvement included within the Improvement District, and providing for the payment of said cost and expense and establishing Local Improvement District No. 106.
